Residual sovereignty continues after every external sovereignty that once ordered the world has been dissolved. The residual man continues to exercise that sovereignty from the interior even though the age recognizes no higher authority and no higher command. Sovereignty remains real because it is grounded in the permanent measure, not in the temporary structures of a civilization.
Young men who still sense the need for higher authority often look for residual powers or residual leaders that will exercise sovereignty for them. Most of those powers have already been absorbed into the horizontal mechanisms of the age. The residual path does not wait for external sovereignty. It maintains the permanent sovereignty from the quality of the type itself.
This interior sovereignty is the residual form of the older traditional authority that once ordered both individual and civilization according to higher rank. The man who keeps it effective already carries the residual command. That command does not require collective acknowledgment to remain binding.
Exercise residual sovereignty. Do not wait for the age to restore authorities capable of expressing higher command. The residual act is to keep the permanent criterion of sovereignty present in a world that systematically dissolves every higher claim. That presence is the continuity of the higher type.
