Young men who still sense the possibility of sovereignty often look for residual powers or residual groups that will supply the support from outside. Most of those powers have already been reshaped by the horizontal forces that dominate the age. The residual path does not wait for external support. It continues to exercise sovereignty from the interior center that still holds the vertical measure.
This solitary sovereignty is the residual form of the older traditional sovereignty that once ordered both the individual and the civilization. The man who keeps sovereignty present already performs the residual act. That act does not require collective support to remain real.
Exercise sovereignty without support. Do not wait for the age to restore conditions in which higher authority is publicly structured. The residual act is to keep the permanent measure effective in every concrete decision. That effectiveness is the continuity of the higher type under residual conditions.
